Supply Chain Management and Public Private Partnerships

Programme Overview
The SCM and PPP Programme will aim to develop the ability of the learner to develop supply chain management processes, and apply and practice sound supply chain management within their municipality, through forming effective Public-Private Partnerships which will result in efficient and effective municipal service delivery.

  • Municipal Supply Chain Management

Specific Learning Outcomes

The following learning outcomes should be achieved at the end of the course:

  • Ability to apply legislative requirements governing supply chain management
  • Ability to manage risks in supply chain management
  • Ability to delegate supply chain management powers and functions
  • Ability to comply with required ethical standards applied in municipal supply chain management
  • Ability to develop and evaluate a municipal supply chain management policy
  • Ability to develop various types of contractual arrangements and operational frameworks for Public-Private Partnerships
  • Ability to demonstrate an understanding of the rationale for Public- Private Partnerships and different options available to municipalities
  • Ability to evaluate different types of PPPs, their contractual arrangements and operational framework
  • Ability to contribute to the development of a plan to monitor contract compliance and regulation of PPP products
  • Ability to comply with required ethical standards applied in municipal serviced delivery though PPP
  • Ability to develop and suggest an implementation

Duration

  • 7 days contact time with participants

Entry Requirements
Learners should be in possession of a Further Education and Training Certificate and should have competency in:

  • Mathematical Literacy NQF4
  • Communication NQF 4
  • Economics and Commercial Law NQF5 will be an advantage.
  • Learners should have at least 3 – 5 years experience in a municipal or public finance environment

Certification
A certificate of competence which is LGSETA accredited with the following NQF levels and credits will be awarded once the assignment has been completed successfully:

  • NQF Level 6
  • 24 Credits
